Without a doubt, the biggest concern of our citizens in Livingston Parish is drainage. In some parts of our parish, it floods almost every time it rains. I will institute our first Parishwide Drainage Plan. We are the only coastal parish in Louisiana without a parishwide plan. This makes us ineligible for grants and other state and federal programs that are widely available. This must change. After all, water doesn't yield to political boundaries. We all need to work together, as one Parish, to solve these issues.
Out of town Mega-developers have descended upon Livingston Parish’s relaxed zoning laws to build gigantic cookie cutter neighborhoods. Tired of flooding problems, our citizens have had enough. I was one of the first Parish Councilmen to pass a zoning ordinance for his district. We need larger lots in Livingston Parish. I have been a staunch opponent on the council against 40-foot lots. We must have infrastructure in place before we allow new neighborhoods and we must impose impact fees on mega-developments. The taxpayers of Livingston Parish should not have to pay for the impacts of new homes. All options will be considered, including Moratoriums, to protect the
existing citizens of our parish.
Traffic is outrageous in Livingston Parish. With all the continuous new mega subdivisions, it is only making things worse. We need not only new roads, but to widen and repair the roads we have. I will be a loud advocate for a new interstate exchange on 4-H or Pete’s Hwy, to alleviate the traffic flowing from the south of Denham Springs. I will utilize grant money and bonds to overhaul and repair our roads in Livingston Parish. Next year, I will make the completion of Cook Road and Juban Road a major priority. In addition, we will utilize road impact fees that will require developers to pay for the traffic problems they are exasperating.
Animal Control has been non-existent in Livingston Parish for the past few years. I will reinstate the program. We will construct a state-of-the-art Animal Control Center as well on parish property. We will engage all the volunteers and animal organizations to add value to our efforts. We will copy the most successful animal control programs in Louisiana and we will use what has proven to work. We will do all of this within the existing parish budget. This will also free up the sheriff’s office from responding to numerous animal complaints. This will reduce crime by allowing our deputies to respond quicker to other, non-animal related calls.
Despite being the 9th largest parish in the state, we still do not have a major events center for our residents. An events center will not only improve tourism revenue for our parish, but would be a greater benefit for our children . Agriculture is a major facet of our culture and our children deserve a place to either showcase their livestock or participate in competition riding and roping. In addition, Livingston Parish is the home of many talented and performing art students who do not play sports that are required to travel outside our great parish to perform. They should have the opportunity to perform here in our parish for us! We can also provide a place for our schools to host large events, including graduations.
I want to form the most transparent administration in the history of our Parish. We will use technology in a new way to keep our citizens informed. We will give citizens unique access to participate in advocacy groups. I will be ready to listen, as we work through these problems together. I will institute new permitting, planning, and public works departments that will work together with organizations to minimize confusion and maximize productivity. Finally, my office doors will always be open to you.
